This is a screenshot from one of two 1979 Captain America TV movies, and yes, that is a worse Captain America costume than the 1990s one. Just. This time they gave him a helmet which makes him look like a computer geek out for a ride on his scooter, a Thunderbirds-style motorcycle and incredibly tight tights. Truly disturbing.
